Peking, May 10, 1909.
Now that I am in receipt of the necessary information, I shall, at the first opportunity that presents itself, make an earnest representation to the Chinese Government on the subject of the popular agitation at Canton, which forms the subject of your telegram No. 81 of the 1st instant.
A note, dated the 7th May, addressed to the Portuguese legation by the Wai-wu Pu, stigmatises the reports as to a projected raid on Macao as sheer fabrications on the part of the local Portuguese.
In reply to your telegram No. 86 of the 4th instant, I am unable to say whether the Lisbon arrangement of the 8th February of this year is being observed by the Chinese, or, if so, to what extent, as the Portuguese chargé d'affaires has never received a copy of the arrangement in question from his Government, while his instructions forbid him to discuss the same.
